    Does such an organization exist?

I can find no information and can only assume they are defunct or simply never existed.

    Anyone?

As I recall, this is/was a coachbuilder association started to fight the QVM/CMC program and/or regulations that restrict the use of non-QVM/CMC vehicles as restraint of trage or antitrust.

Bob Haswell was involved and I do remember there being a list of charter members including Craftsman Limousine

    Dean?

It has been a very long time since Bob faxed, e-mailed or mailed me anything on the association in question.

As I recall, the companies involved were : Ultra, Legendary, Craftsman, those who have been in the business some time will remember that as part of the fight against QVM/CMC they put a 180" town car through a certification crash test and passed it,boasted about it in advertising (maily by Ultra) and we all know what happend to Ultra after that ! I think the 180 was built by Bob as he's the only good builder out of the three ( now 2) of them. Bob builds for other companies now and not direct with us mere mortals at the sharp end.
