    Default The NLA and Florida Limo Associations Fear of Uber Has Screwed the FL Limo Industry

    Two years ago an attempt to place all Florida Limos including TNCs under state regulation was objected to an subsequently defeated by the Limo Associations as well as the NLA Cheerleader Dave Shaw who led the charge in Tallahassee.

    Seeing the limos didn't want state regulation which would be an economic blow to their protected turfs , last year a bill to place only TNCs (again objected to by the above clowns) under state regulation was filed and only failed to reach law because the legislature abruptly ended the session.

    For this session a new bill has been filed for the state to regulate TNCs. With the political climate being favorable and with several counties now pulling regulating VFH or making provisions for TNCs, the bill is expected to pass into law. A law which provides preemption to the State.

    What this will mean is that local regulators will be prohibited from regulating Uber, Lyft and the like while the regulators will still be able to slam limos with multiple permits and fees hence limiting their transport options aka, economic losses.

    Way to go morons. You sure showed Uber who's boss!

    Default Bill Filed to Regulate Florida TNCs at the State Level

    Within the bill is preemption to the state which means TNCs will pay a fee to the state and no one, zilch, nada, zero entities in the state of Florida including airports and cruise ship terminals will not be able to exact a fee.

    In the meantime, limos will be running around with a dozen stickers thanks to the NLA and TLPA.


    (17) PREEMPTION.—It is the intent of the Legislature to
    402 provide for uniformity of laws governing transportation network
    403 companies, transportation network company drivers, and vehicles
    404 used by transportation network company drivers throughout the
    405 state. Notwithstanding any other provision of law,
    406 transportation network companies, transportation network company
    407 drivers, and vehicles used by transportation network company
    408 drivers are governed exclusively by this section and any rules
    409 adopted by the department to administer this section. A county,
    410 municipality, special district, airport authority, port
    411 authority, or other local governmental entity or subdivision may
    412 not impose a tax on, or require a license for, a company or a
    413 driver, or a vehicle used by a driver, if such tax or license
    414 relates to providing transportation network company services, or
    415 subjects a company to any rate, entry, operation, or other
    416 requirement of the county, municipality, special district,
    airport authority, port authority, or other local governmental
    418 entity or subdivision.

    Default Florida TNC Bill Passes the 1st Committee with a vote of 10 to 1

    The way it is looking, come July, Florida operators can watch Uber, Lyft and other TNCs running them out of business under one state permit.

    Thank you Dave Shaw, NLA, TLPA and all the other clowns involved with screwing the industry.

    Would not the obvious solution be to become an independent TNC? But this would be primarily dependent on the definition of a TNC as stated in the FL statute governing the TNCs. Get yourself an app & declare yourself a TNC.

    This bill becomes law they are screwed for sure as the revenue stream dries up.

    More poetic will be watching the bigger ops and cabbies get creamed by small operators hooking up with TNCs.
