Default Driving an Empty Passenger Bus

Do a person who is transporting an empty passenger bus need a CDL license? I know to transport passengers, one will need a passenger endorsement on their CDL but just wanted to know if you transport an empty bus (20 passengers) to it's destination does it require one. We're looking at picking one up today, but the driver is unavailable.

Yes, and they will need the passenger endorsement! Regardless if there is actual passengers on board or not, it is based on the vehicle capacity and not the actual payload.

Notice it says "designed to hold...". This is the wording you will always see. Not how many passengers are inside, but how many it is "designed to hold".

Even the mechanic who test drives your bus needs a CDL. That is according to a recent problem I have with a 2010 E450 bus and I ended up test driving the bus for the ford dealership. And that is what it says in the CDL BOOK.
