Sit on the mechanics. Have them check for exhaust gas in the cooling system. They should know. If not you got the wrong guys. They mean restricted coolant flow. ie clogged tubes.

Yes the moisture comes in through the faulty seal of the headlight assembly. Resealing should prevent the introduction of water. Or so we hope.
