What steps do I need to take in order to get going. Im located in CA. Merced county.

Step 1: read this forum from top left to bottom right
Step 2: make notes of important topics
Step 3: follow the advice given by forum contributors
This should get you going or at least give you an idea how to proceed.
Use the "find" function for the terms you are looking for...
We did some 5+ years ago and it worked just fine!
