The one jurisdiction operator sneaking across into another jurisdiction drive a frequent client?
The retiree in a gated community hauling folks back and forth to the airport for beer money & something to do?

Do Gypsy Operatives effect upscale limousine operations?
Does increased regulatory requirements impact the Gypsy Operative?
Why Does the Limousine Industry feel threatened by the Gypsy Operative?

Who creates the atmosphere for Gypsy Operatives to survive?

Florida Gypsy Fact #1

I have in my possession the Orlando Airport VFH Listing dtd June 27, 2007. Of the approximate 400 listings there is not one phone listing with a 941, 813 or 727 area code. This means that pursuant to this document there is not one limousine service based in a large county on Florida's Central West Coast licensed to load passengers at the Orlando Airport.

Question is, how many HCPTC licensed limo operators sneak into Orlando to load their passengers?

Like Walmart, Gypsy Operatives survive because they provide a product at a cost that the consumer is willing to pay.
